The Licensing Act 2003 requires Chichester District Council, as a Licensing Authority, to prepare and publish at least every five years a statement of licensing principles that it proposes to apply in exercising its various functions under the act, commonly known as a 'Statement of Licensing Policy' (the 'policy'). Our previous policy was due to expire in January 2021 and therefore it has been necessary to prepare a revised policy.

During the on-going Covid-19 pandemic, the Local Government Association published a document suggesting that Licensing Authorities considered postponing the full renewal process of their policies for at least one year whilst the hospitality sector reacted to and recovered from the impact of the pandemic. Rather than simply readopt our existing policy as currently written, we have taken the opportunity to review the contents. General housekeeping to the policy has been undertaken so as to ensure that there is nothing within the policy that is now out of date or incorrect. No substantive changes in terms of policy changes or requirements have been made.

The revised policy was considered and approved by Council on 24 November 2020 and took immediate effect and will continue to have effect until the end of 31 January 2022.

Naturally in 2021 we hope to undertake a further more comprehensive review of the policy which will involve extensive consultation with all interested parties.
