The  Licensing Act 2003  requires Chichester District Council, as a Licensing Authority, to publish a Statement of Licensing Policy. The current policy has had effect since 2020. It is now necessary to prepare and consult upon a new policy in time for publication by the 1 February 2022.

The council has carefully considered both the amended statutory guidance issued in April 2018, along with our own experiences of implementing the Act when preparing the revised Policy. Our 10 week public consultation period begins on 28 June 2021, and this will close at midnight on the 5 September 2021. 

Your views are really important in helping to shape the policy so that not only is it compliant with legislation and national guidance, but also adequately reflects local circumstances and ensures the council continues to discharge its duty to consider and promote the four licensing objectives:

  • The prevention of crime and disorder;
  • Public safety;
  • The prevention of public nuisance; and
  • The protection of children from harm.

When submitting any comments on the revised policy, please include:

  • Reference to the paragraph numbers;
  • Your name;
  • The organisation being represented (if appropriate); and
  • Your contact details. 

Please be aware that all responses are made publicly available. If you intend to include information of a commercially sensitive nature, please make sure this is clearly stated.

The consultation period

At the end of the consultation period, all responses will be carefully considered and included in a Summary of Responses paper. The proposed policy for 2022-2027 will then be prepared and presented to a meeting of council on the 23 November 2021 for final approval.
