Chichester District Council has adopted the 'National Inspection Standards' (NIS) produced by the Public Authority Transport Network in conjunction with the Freight Transport Association.

National Inspection Standards for Hackney Carriage and Private Hire Vehicles (Aug 2012)

The NIS guide has been developed to share best practice across the country and apply a common and consistent standard to the testing regime for taxis and private hire vehicles. This guidance deliberately seeks to embrace safety aspects of vehicle inspections using, as a basic inspection standard, those laid down in the MoT test issued by the Vehicle and Operator Services Agency. The Best Practice Guide provides additional testing requirements to those in the MoT Inspection Manual as an advocate of public safety.

The fitness test conducted on a Hackney Carriage or Private Hire Vehicle is based upon the criteria set out in the NIS guide.
