Planning - Pre-application Advice Charging Scheme

The Development Management Service is responsible for providing planning advice, processing planning applications and appeals in relation to the use and development of land and buildings.

The service has historically dealt with around 3000 applications each year and some 900 pre-application enquiries, which are a growing part of the work of the service. With the aim of supporting the planning application process further, the Council implemented a Pre-application Advice Charging Scheme for pre-application enquiries in May 2010. The scheme was reviewed in March 2012 and the need for additional resources to service the scheme was identified. This has resulted in an increase in the fees from 1 July 2012 to represent the cost of provision.

This service will give you advice about whether the council are likely to grant you planning permission for your proposals. Customers should note that some minor domestic works do not require planning permission from the council as they are classed as "permitted development". South Downs National Park

As from 7 January 2013 the South Downs National Park Authority [SDNPA] will be inviting you to use its own pre-application scheme, the details of which can be found on the SDNPA pre-application website, found under Offsite links. The service and charges applicable are set out in the table attached. Outside of the Park within Chichester District, the existing scheme will continue to apply as set out within the Chichester website.

The SDNPA's scheme will introduce one level of service across the National Park and will be free for householder and residential Do I Need Planning Permission enquiries. There will, however, be a fee for advice regarding new dwellings or larger development.

The SDNPA scheme requires a pro-forma to be completed depending on the development type proposed. Once completed the pro-forma and fee payable, if required, should be submitted to:
